CCTNS

Crime and Criminal Tracking Network & Systems (CCTNS) is a plan scheme conceived in the light of experience of a non-plan scheme namely – Common Integrated Police Application (CIPA). CCTNS is a Mission Mode Project under the National e-Governance Plan of Govt. of India. CCTNS aims at creating a comprehensive and integrated system for enhancing the efficiency and effectiveness of policing through adoption of principle of e-Governance and creation of a nationwide networking infrastructure for evolution of IT-enabled state-of-the-art tracking system around ‘Investigation of crime and detection of criminals’

Objectives

The overall objective of the MMP is based on enhancing the operational efficiency and effectiveness of the police force in delivering the services. The broad objectives of the project are as follows:

  1. Make the Police functioning citizen friendly, transparent, accountable, effective and efficient by automating the processes and functions at the level of the Police Stations and other police offices at various levels.
  2. Improving delivery of citizen-centric services through effective usage of Information & Communication Technology (ICT).
  3. Provide the Investigating Officers with the tools, technologies and information to facilitate faster and more accurate investigation of crime and detection of criminals.
  4. Improve the Police functioning in various other areas such as Law & Order, Traffic Management, curbing organised crimes, resource management etc.
  5. Facilitate collection, storage, retrieval, analysis, transfer and sharing of data and Information among Police Stations, Districts, State headquarters and other organisations/agencies, including those at Government of India level.
  6. Enabling and assisting the senior Police Officers in better management of Police Force.
  7. Keep track of the progress of the crime and criminal investigation and prosecution Cases, including progress of cases in the Courts.
  8. Reduction in manual and redundant Record keeping.
  9. Enabling the state police in keeping track of criminals and crimes by automating and efficient record keeping in various verifications and NOCs that they issue.
  10. Maintain a high level of efficiency and satisfaction in the force, by efficient HRM, which would indirectly lead to better crime prevention and motivation for excellence in service delivery.
  11. Bring about a major change in the way a policeman in Nagaland Police approaches IT and computers, for ensuring smooth adoption to future innovation and technology application.
  12. Ensure a proper system in place for training and capacity building in the state police, by putting in place suitable infrastructure and guidelines to motivate people to get trained.
Methodologies

For efficient implementation of CCTNS across the country and to facilitate standardization across States, NCRB is getting the Core Application Software (CAS) developed centrally through a Software Development Agency (SDA). The CAS developed centrally is referred as CAS (Centre). Each State is required to implement State level Core Application Software CAS (State). CAS (State) would include selected functionalities of the Police Department at the state level, with emphasis on the Police Station functionality. CAS (State) needs to be designed and implemented basis specific requirements of each State. At the same time, CAS (State) is also required to integrate the functionalities of CAS (Centre).

The Implementation Strategy for CCTNS has been devised keeping in view the followingconsiderations:

  1. NeGP frameworks of centralized planning and decentralized implementation.
  2. Need for ownership of the State Governments of the overall program implementation, the infrastructure, application and the database; at the same time maintaining uniformity ofinformation systems in order to facilitate information sharing and availability across states and at the national level.
  3. Need to undertake the implementation of this large-scale project in a coordinated manner through experienced implementation agencies by entrusting them with the responsibility of end-to-end implementation with a clear set of deliverables.
  4. Need to synchronize the rollout of the hardware and network components with the rollout of other equally important soft components such as training, capacity building and change management.
  5. The implementation of CCTNS would be taking an “integrated service delivery” approach rather than that of procurement of hardware and software. Accordingly, CCTNS adopts a“bundling of services” approach to implementation. All the implementation components at the state level are “bundled” and contracted out to a single Systems Integrator (SI) who would act as a single point of contact and accountable for the implementation and performance of CCTNS. The bundle of services would include the following:
  • Customization and implementation of CCTNS Core Application Software provided by NCRB.
  • Development and deployment of additional functionality that is scoped under CCTNS (for some of the additional functionality, the central nodal agency would provide thefunctional specifications to ensure standardization across states).
  • Procurement, installation and commissioning of hardware (including PCs, peripherals,etc.) at police stations and higher offices including site preparation.
  • Procurement, deployment and commissioning of communications infrastructure at allpolice stations and higher offices; building and commissioning of required equipmentat Data Center.
  • Capacity building for police personnel.
  • Implementation for Change management plan.
  • Procurement, configuration and commissioning of specialized infrastructure andapplications as necessary.

State assisted by SPMC would select the SI through a competitive bidding process. The SI would be held responsible for the outcomes of the program and theirpayments would be linked to the progress of the project as well as the outcomes of the program.

Since the implementation of CCTNS and a significant part of the functionality of CCTNS application are driven by the states, State Project Management Consultants is engaged to support the State Empowered Committee in the following areas:

  1. Preparation of Detailed Project Report (DPR).
  2. Assisting the state in identifying the state Systems Integrator (SI):
  3. Customizing the model RFP (Request for Proposal) provided by MHA/NCRB
  4. Releasing the RFP assisting the state in managing the bid process
  5. Assisting the states with the assessment of techno-commercial appraisal of bids in identifying the state level Systems Integrator (SI).
  6. Developing the functional specifications for the extensions/enhancements of CCTNS application not covered by MHA/NCRB.

State Project Management Unit (SPMU)

In order to monitor the progress on CCTNS the state would engage a state-level Program Management Unit (S-PMU).The scope of S-PMU’s work would include the following:

    • Overall project planning and management in collaboration with state Empowered Committee and State/District Mission teams: includes planning, supervising the overall progress of the project, monitor conformance with the timelines, budgets and service levels
    • Review the scope and technical solutions (covering all CCTNS components) provided by the SI
    • Acceptance testing and acceptance
    • Perform structured transition and rollout
    • Post-deployment reviews
    • Confirm and monitor service levels through the engagement with the SI through periodic reviews
    • Monitor the implementation of the project according to the project plan and report to the state Empowered Committee and C-PMU
  • Assess the progress of the implementation and recommend release of funds to the state nodal agency for the SI.
System Integrator

CCTNS adopts a “bundling of services” approach to implementation. Accordingly, all the implementation components at the state level are “bundled” and contracted out to a single Systems Integrator (SI) who would act as a single point of contact and accountability for the implementation, integration and performance of CCTNS. The bundle of services would include the following:

  1. Program Planning and Management.
  2. The SI would customize and implement CCTNS core application provided by NCRB under the guidance of and in consultation with NIC.
  3. The SI would develop and deploy additional functionality that is scoped under CCTNS (for some of the additional functionality, the central nodal agency would provide the functional specifications to ensure standardization across states).
  4. Procurement, installation and commissioning of hardware (including PCs, peripherals, etc.) at police stations and higher offices including site preparation.
  5. Procurement, deployment and commissioning of communications infrastructure (Network, Wiring, Switches etc.) at all police stations and higher offices; SWAN and State Data Center would be leveraged to the extent possible.
  6. Capacity building –
    a) Awareness and Sensitization of benefits of IT along with the application level training
    b) Trainers Training
    c) System Administration and Support Training
    d) Handholding support to the police stations for 6 months
  7. Change management.
  8. Procurement, configuration and commissioning of specialized infrastructure and applications as necessary.
  9. Utilization Statements/ Progress Reports.
  10. Digitization of Historical Records.
  11. Application, System and Network Maintenance.
Helpdesk Support.

The SI would be held responsible for the outcomes of the program and their payments would be linked to the progress of the project as well as the outcomes of the program. The payment schedule will be based on achieving milestones of the Project as well as on accomplishing those milestones with predefined SLAs and Standard.

Status and activities in implementing CCTNS Project, Nagaland upto March2013
  1. Apex Committee, Empowered Committee and State Mission Team were constituted as per MHA guidelines.
  2. MOU was signed between MHA GOI and Govt. of Nagaland for CCTNS Project on 24th October 2009.
  3. M/S Pricewaterhousecooper Ltd was appointed as SPMC and MOU was signed between Nagaland Police and M/S PWC on 28th Oct 2010.
  4. Computers and hardware items were procured as per guidelines/specification of NCRB and installations were completed in the month of Nov 2010 at 14 District Training Centres (DTCs). All the 14 DTCs were ready by Nov 2010 as per specification, and basic training started in all the DTCs by Dec 2010.
  5. Project Implementation & Monitoring (PIM) report was prepared and submitted to NCRB New Delhi on 15th Dec 2010 which was approved by MHA.
  6. Utilization of CCTNS fund was audited from 3rd to 5th March 2011 by a team from MHA for the period 01/04/08 to 30/09/10.
  7. Basic training in all DTCs is under progress and the latest figure of Officers and men who had undergone training is as under.

  8. Selection of System Integrator (SI) -ITI-Vayemtech Ltd. was appointed as the System Integrator (SI) for CCTNS Project Nagaland and Contract with Nagaland Police was signed on 16th July 2012.
  9. Service Level Agreement between BSNL and Nagaland Police was signed on 25th July 2012.
  10. Kick-Off meeting for CCTNS Project, Nagaland was held on 29th August 2012 at PHQ Conference Hall. The System Integrator for CCTNS Project Nagaland (ITI-Vayamtech Ltd) presented their Project Plan, SPMU (Deloitte) and BSNL also presented their work plan. The roll out plan and other issues were also discussed with the District Police Officers present in the meeting.
  11. Contract with State Project Monitoring Unit (SPMU) M/s Deloitte Ltd signed on 10th September 2012.
  12. Pilot Phase for CCTNS Project to be started in Kohima and Dimapur District, work in progress by SI for the Roll-out of the Pilot Phase.
